Manaan is an aquatic planet, but it's not known for the water, there's something far more valuable. Kolto, a healing juice, can be found on Manaan. You can't find it anywhere else in the galaxy. When the TIC found out about Kolto they sent a  group of Imperials down to the planet to bring back samples. It was found to be highly effective, and valuable, so more and more was brought back. As a result, the TIC built some small facilities on the planet, to extract the healing juice.
