Governor Efram Toma presided today as the Ashlon Empire officially activated the Nagai River Dam 3 Complex. The dam is the latest in a strategic chain of hydrodynamic energy facilities spanning Saijo’s mountainous river valleys, and reflects a consolidation of Imperial control on the planet.

Imperial engineers announced the dam will provide uninterrupted power to key settlements, defence installations, and industrial zones across the planet’s northern hemisphere. The project is part of Directive Plowshare, an Imperial development initiative aimed at integrating frontier worlds through infrastructure and economic interdependency.

“This is not just about energy,” Governor Toma said during the broadcast. “It’s about unity, progress, and ending the chaos that once plagued this world. The Empire has tamed this river as we have brought peace to Saijo. Without us, there would be only the flood.”

Local populations were relocated during construction under Imperial relocation ordinances. Officials claim settlements have been successfully transitioned to new, better-planned living zones. However, underground sources report sporadic sabotage attempts during early construction phases, attributed to remnants of the Saijo Free Clans. These attacks were swiftly neutralised by Imperial peacekeeping forces.

Moff Ardun Kanos, overseeing the regional implementation of the Plowshare program, commended the facility’s completion as a “turning point” for stability in the sector.

“World by world, monument by monument, the Empire brings civilization. Let Saijo serve as a model for what cooperation and order can build,” Kanos said in a prerecorded address.
