When the Protectorate was established, Kalarba became a hotspot for Imperial refugees across the sector. To accommodate the influx of refugees, the Protectorate commissioned a refugee aid program jointly operated by Protectorate military forces, civil emergency services, coastal patrol departments, and aerospace traffic gendarmeries.

Temporary relief camps were set up in sparsely populated regions of Kalarba to briefly house Imperial refugee populations entering the world, on average hosting tens of thousands of people in a single camp before being processed into Kalarban civil society or, just as often, the military as a fast track to citizenship. 

This particular refugee camp located on an unremarkable beach is overseen by a council of representatives from the Protectorate Army Air Command, the Kalarba Oceanic Survey Guild, and Uustik Advisories; a minor private military contracting agency based on Trandosha formed by veteran ex-personnel from the Imperial Stormtrooper Corps.

Camp headquarters is situated in a shoreline lighthouse, now converted into an air control tower. Every day, new ships pass by, in and out of the periphery of the camp. People enter, people leave. With continued efforts by the Protectorate, there won't be a need for the camps in the near future, but for now life after the Empire remains bleak.

The GORGON and the CLEMENCY, two Arquitens-class command cruisers, 546-variant, enter the vicinity of the refugee camp.
