"We have discovered that the planet has no established government. It is ruled and controlled by two coexisting gang families: Daliry brotherhood and the Terminus Corpos."

"A full on ground invasion will not work here Admiral, if we launch an attack the gangs will just unite against us. No...... We need a different apporach. We need to show to the people that the gangs are not a stable ruling force. If they see weakness in their rulers, they will welcome us with open arms. We must turn the gangs against eachother."
