Kalarba Refugee Camps | Protectorate of Kalarba

The refugee camps on Kalarba have grown far beyond their original capacity. Every day, new transports arrive carrying families displaced by conflict, piracy, and instability to the Hevvrol Sector. At the sprawling intake center, refugees are processed, registered, searched, and assigned temporary accommodations before being admitted into one of the many camps spread across Kalarba.

Although the camps fall under the authority of the Protectorate, their day-to-day operations are administered largely autonomously by COMPNOR. Its personnel oversee registration, inspections, documentation, and the distribution of basic necessities under their own internal chain of command. Protectorate troops provide security around the camp, but COMPNOR answers to its own leadership, not to Captain Rheiker.

That distinction quickly becomes clear to Rheiker. He has been assigned responsibility for security at the camps; more specifically, Camp Shoreside, yet many of the people making decisions inside them are not his men, do not report to him, and are under no obligation to accept his orders. His first assignment as captain is already proving more complicated than he expected.

As one newly arrived family passes through the inspection area, COMPNOR personnel methodically search their belongings. Clothing, food, personal effects, and the few possessions the family managed to bring with them are examined before being cleared for entry. The process is impersonal and thorough, with little room for exceptions.

Then one of the bags suddenly flashes red.

The inspection officer immediately stops the family and orders the bag opened. Inside, concealed beneath their belongings, is a small animal. The family's young daughter had secretly smuggled her pet onto the transport, unwilling to leave it behind. What seemed like a harmless attempt to keep her companion with her has suddenly become a violation of COMPNOR regulations, and the atmosphere around the family changes instantly.

COMPNOR personnel move to confiscate the animal, but the girl's father immediately steps between them and his daughter. He insists that the pet poses no threat and pleads for the officers to let his family keep it. His daughter clings to him as the situation escalates, terrified that the only familiar thing she has left will be taken away.

These are not Rheiker's rules being enforced, nor are the COMPNOR personnel his subordinates. The dispute itself belongs to an organization operating behind its own authority. What began as a routine inspection threatens to become a confrontation in the middle of a crowded intake facility.

Captain Rheiker watches the situation unfold and is confronted with an uncomfortable reality: he may wear the rank of captain and command the Protectorate forces assigned to the camps, but there is another power operating within their fences. COMPNOR controls much of daily life, answers through a separate chain of command with armed soldiers to back it up, and can make decisions Rheiker may be powerless to stop. As the father refuses to move and the officers close in, Rheiker begins to understand that maintaining order here may mean confronting forces within the Protectorate itself.
